Pursuant to A.R.S. §38-431.02(K), individual Supervisors and the County Administrator may present brief summaries of current events but no discussion may occur and no action may be taken regarding anything that is presented.   

 

PRESENTATIONS

 

1.                 Board of Supervisors - Presentation by Emily Gray, Embry-Riddle Student, on a possible bridge location over the Verde River at Middle Verde Road.   

CONSENT AGENDA (Routine items that may all be approved by one motion.)  

 

1.                         Board of Supervisors - Approve minutes of meeting of May 16, 2018 and Special Meetings of April 23-26, 2018.

2.                         Board of Supervisors - Approve appointment of Nancy Jensen as a General Member of the Yavapai County Workforce Development Board, representing Post-Secondary Education. Term set to expire June 2020.

3.                         Board of Supervisors - Approve reappointment of the following members of the Yavapai County Workforce Development Board (WDB) as follows: Mark Timm - General Member and Executive Committee Member, Private Sector; Steve Silvernale - General Member and Executive Committee Member, Private Sector; and Pam Blackburn - Private Sector, with terms ending June 2020; and  Mel Ingwaldson - General Member, Labor Sector, with a term ending June 2022.  

4.                         Board of Supervisors - Approve vouchers for May 7, 2018 through May 25, 2018.

5.                         County Attorney - Approve acceptance of funding from the Governor's Office of Highway Safety (Contract # 2018-405d-061) in the amount of $5,000.00 for Professional and Outside Services to support the Arizona Drug Summit - Uniting for Solutions conference. YC Contract No. 2018-190.

6.                         Development Services - Approve a Final Plat for the Sterling Ranch Subdivision to allow the conveyance of 45 residential lots and 4 tracts on approximately 365 acres in a PAD (Planned                  Area Development), Talking Rock Land LLC, Granite Basin Engineering, APN: 306-35-628A; HA# H18023. The parcel is located at the end of North Double Adobe Road northwest off North Williamson Valley Road. S11 T16N R3W G&SRB&M; (District 4 - Supervisor Brown).

7.                         Elections - Approve Resolution No. 1985 for the designation of Vote Centers for the August 28, 2018 Primary Election and November 6, 2018 General Election.

8.                         Elections - Approve appointment of poll workers and central board workers for the Primary Election to be held on August 28, 2018, and the General Election to be held on November 6, 2018, and to approve any workers who are obtained after this date.

9.                         Facilities - Approve a Temporary Storage Agreement with U.S.VETS - Prescott for the use of a portion of the Yavapai County Event Center for temporary storage of supplies from June 1, 2018 to September 30, 2018, for the Northern Arizona Homeless Veterans Stand Down event held in Prescott in September 2018. This will be at no cost to the County. YC Contract No. 2018-138 (District 2 - Supervisor Thurman)

10.                     Facilities - Approve renewal of a 10-year Monument Management Agreement between Yavapai County and the American Legion, Robert Fulton Post 57, for the Ash Fork Memorial located at the County-owned Ash Fork Cemetery. Contract #2018-143 (District 4 - Supervisor Brown)

11.                     Facilities – Approve one (1) year Service Agreement with Meinhardt Enterprises LLC, dba Neumann High Country Doors for Overhead Door Maintenance and Inspection Services for various County buildings for FY 2018-19 at a total cost of $5,381.00. YC Contract # 2018-157, (District 2- Supervisor Thurman, District 4- Supervisor Brown)

12.                     Facilities – Approve one (1) year Service Agreements with various outside vendors for Solid   Waste Collection and Disposal Services at various County buildings for FY 2018-19. YC Contract Nos. 2018-182 through 2018-186. (All Districts)

13.                     Facilities – Approve one (1) year renewal of Pest Control Services Agreements with JHTG Inc., dba Orkin Pest Control in the amount of $5,292.00 and Praying Mantis Pest and Weed Control in the amount of $3,828.00 for various County buildings for Fiscal Year 2018-19. The total cost is $9,120.00. YC Contract No. 2018-155 and YC Contract No. 2018-156 (All Districts)

14.                     Facilities – Approve one (1) year renewal of Service Agreement with Smart Doors to provide Automatic Sliding Door Inspection and Maintenance Services for various County buildings for            FY 2018-19 at a total cost of $1,600.00. YC Contract # 2018-161. (District 1- Supervisor Simmons, District 3- Supervisor Garrison, District 4- Supervisor Brown)

15.                     Facilities – Approve one (1) year renewal of Service Agreements with B&W Fire Security Systems,LLC in the amount of $8,510.00 and Cintas Fire Protection in the amount of $4,281.90, for building fire protection system testing and inspection services for various County buildings for FY 2018-19. The total cost is $12,791.90. YC Contract No. 2018-158 and YC Contract No. 2018-159. (All Districts)

16.                     Facilities - Approve a one (1) year renewal of the Service Agreement with B&W Fire Security Systems, LLC to provide alarm monitoring services at various County locations for FY 2018-19 at a total cost of $6,588.00. YC Contract # 2018-160. (All Districts)

17.                     Facilities - Approve Addendum 2 to the Service Agreement with First Class Sanitation for one (1) year renewal of Portable Toilet Cleaning, Pumping and Restocking Services for County parks in the amount of $6,336.00 for FY 2018-19. YC Contract No. 2018-154. (District 2- Supervisor Thurman)

18.                     Facilities - Approve a County surplus online auction for the week of July 18 - August 1, 2018, of desks, chairs, file cabinets, miscellaneous office furniture, stainless kitchen equipment, exam tables, and miscellaneous office supplies. (All Districts)

19.                     Finance - Approve an agreement with The Public Group, LLC to use the services of Public Surplus for on-line auctions of county surplus property for one year beginning June 1, 2018 and ending    May 31, 2021. YC Contract No. 2018-193 (All Districts).  

20.                     Fleet Management - Approve ninety (90) day extension to current vehicle equipment upfitting and lighting contract with American Emergency Products (AEP), Fleet Management Contract #111201. YC Contract No. 2018-188. (All Districts)

21.                     Fleet Management - Approve ninety (90) day extension to current graphics contract with Stonehenge Designs, Fleet Management Contract #111202. YC Contract No. 2018-189.               (All Districts)

22.                     Flood Control District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Flood Control District, and following consideration of these items will reconvene as the Board of Supervisors -Approve entering into a right-of-way lease with the Arizona State Land Department in the amount of $58,979.00 for the first ten years of a fifty-year lease. The lease is for approximately 5 acres of land for a regional storm water detention basin as part of the Ho Kay Gan Area Drainage Master Study's ongoing projects to improve area-wide drainage. YC Contract No. 2018-194. (District 4 - Supervisor Brown)

23.                     Geographical Information Systems - Approve three (3) employees to take one county vehicle out of state to attend the ESRI International User Conference in San Diego, CA from July 8, 2018 to July 13, 2018.

24.                     Jail District – The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Jail District and following consideration of this item will reconvene as the Board of Supervisors - Approve amendment to agreement with Securus Technologies, Inc., to provide an Inmate Phone System, Video Visitation Services, and a Kiosk package within the Yavapai County Detention facility. YC Contract No. 2018-162.

25.                     Jail District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Jail District, and following consideration of this item, will reconvene as the Board of Supervisors - Approve minutes of special meeting of May 21, 2018.

26.                     Jail District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Jail District, and following consideration of this item will reconvene as the Board of Supervisors - Present certified copy of the official canvass of the May 15, 2018, Yavapai County Jail District Election to the Yavapai County Board of Supervisors.

27.                     Board of Supervisors - Acknowledge receipt and approval of a certified copy of the official canvass of the May 15, 2018, Yavapai County Jail District Election.

28.                     Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item will reconvene as the Board of Supervisors -Approve a lease agreement with the Ash Fork Development Association, Inc. in the amount of $1,560.00 monthly with an initial one-year term beginning July 1, 2018, and up to two (2) one-year renewals for the purposes of operating a library. YC Contract No. 2018-192 (District 4 - Supervisor Brown)

29.                     Library District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Free Library District and following consideration of this item reconvene as the Board of Supervisors -Approve acceptance of a $353.64 donation by the Clark Memorial Friends of the Library to sponsor the Clark Memorial Library's Summer Reading Program.

30.                     Public Defender - Approve FY 2018-19 indigent defense contracts for dependency, delinquency and appeals for the following attorneys: Amy Alexander; Danny Abril; Shannon Glau;            Mercede Goates; Jonna Hoffman; Ingrid Hughes; Jamie Myers; Patti O'Connor; Debra Phelan; Linda Pilcher; Laura Taylor; Stacie Robb; Steve Dagilis; John Erickson; Carrie Montavon; Robert Rosanelli; Florence Bruemmer; and authorize the Public Defender's Juvenile Chief, as Juvenile Contract Administrator, to sign all related documents.

31.                     Public Defender - Approve contracting with Alex Gonzalez to provide services in Felony and Misdemeanor cases and authorize the Public Defender to sign all related documents.

32.                     Public Defender - Approve contracting with Craig Williams to provide services in Appeal and Post Conviction Relief (PCR) cases and authorize the Public Defender to sign all related documents.

33.                     Public Defender - Approve hiring of a Summer Law Intern for forty (40) hours a week for four (4) weeks in June of 2018.

34.                     Public Defender - Approve the hiring of a Summer Investigator Intern for forty (40) hours a week for nine (9) weeks in the Summer of 2018.

35.                     Public Works – Approve acceptance of donated roadway easement on North Naples Street in Paulden, AZ. (District 4 – Supervisor Brown)

36.                     Public Works - Approve an on-call professional services contract with Dibble and Associates Consulting Engineers, Inc. to perform aviation engineering services. YC Contract #2018-148  (District 1 - Supervisor Simmons, District 3 - Supervisor Garrison, District 4 - Supervisor Brown)

37.                     Public Works - Approve an on-call professional services contract with Coffman Associates, Inc. to perform aviation planning services. YC Contract #2018-149 (District 1 - Supervisor Simmons, District 3 - Supervisor Garrison, District 4 - Supervisor Brown)

38.                     Public Works - Approve a Communications Site Lease Agreement with Interstate Wireless, Inc. to provide space in their building for the Roads Division to place radio equipment which will provide radio communication coverage to the areas of Yarnell, Castle Hot Springs, Wickenburg, and Congress that is not currently available with existing equipment locations. 39.                     Public Works - Approve Authorization of Services No. 1722059.2 with PaleoWest, LLC (aka PaleoWest Archeology) in the total amount of $62,026.00 for professional services associated with the Williamson Valley Road Safety Improvements Project (Phase I) in Yavapai County, AZ - Project #1722059. YC Contract No. 2018-144. (District 4 - Supervisor Brown)

40.                     Public Works - Approve one-year contract extensions with Asphalt Paving & Supply, Inc. and Yavapai-Apache Sand & Rock at the unit prices bid for Supply or Supply and Deliver Concrete Sand Material in Yavapai County, AZ - Contract #1722009. YC Contract No. 2018-145 and No. 2018-146. (All Districts)

41.                     Public Works - Approve renewal of an Intergovernmental Agreement with Coconino County to extend a maintenance agreement for Drake Road/Perkinsville Highway. YC Contract No. 2018-141. (District 4 - Supervisor Brown)

42.                     Sheriff - Approve agreement with Wellington Consulting Group that will expand the purpose of the original agreement to set-up procedures and processes that will collect, analyze and interpret data to track the number of participants released from detention services. Original Contract ID # 3003 was signed in July 2017. YC Contract No. 2018-191

 

ACTION

 

1.                         County Attorney - Request for approval of an additional Exhibit 3 to the County Attorney's budget for FY19. The Exhibit 3 provides for the reclassification of attorney positions as follows: reclassify one Attorney I position to an Attorney II position; reclassify seven Attorney II positions to Attorney III positions; reclassify seven Attorney III positions to Attorney IV positions.  

2.                         Board of Supervisors - Establish the annual salaries for Constables in Yavapai County for the term of January 1, 2019 - December 31, 2022. Phil Bourdon, County Administrator.  

3.                         Board of Supervisors - Update, discussion and possible action regarding FY 2018/19 Yavapai County budget. Phil Bourdon, County Administrator

4.                         Jail District - The Board of Supervisors will resolve into the Board of Directors of the Yavapai County Jail District, and following consideration of this item, will reconvene as the Board of Supervisors - Approve Resolution No. 2018-3 authorizing the extension of the existing levy and collection of a County Jail District excise (sales) tax for the Yavapai County Jail District. 1.                         Development Services - Recommend approval to the Arizona Department of Liquor Licenses            and Control of a Series 6 Liquor License application (06130025) without protest submitted by   Susan Tenney for Depot BBQ LLC located at 27200 Hwy. 89, Congress 85332. (Supervisor District 1)  

2.                         Development Services - Recommend approval to the Arizona Department of Liquor Licenses and Control a Series 9 Liquor Store (18963) Liquor License application, without protest, submitted by Nirmal Nagra for Cordes Chevron, located at 19625 E. Cordes Lakes Rd., Mayer, 86333. (District 2 - Supervisor Thurman)

3.                         Development Services - Recommend approval to the Arizona Department of Liquor License               and Control of a series 12 Restaurant Liquor License application (19646) without protest                submitted by Amy Nations for Gilligan's Pizza located at 22635 State Highway 89, Yarnell 85362. (Supervisor Simmons - District 1)

2.                         Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(1) to discuss the County's Classification and Compensation Study related to appointed directors.

3.                         Board of Supervisors - Convene into executive session pursuant to A.R.S. §38-431.03(A)(3) and (A)(4) for legal advice, consultation and discussion regarding the following tax cases: Solar City, et al v. Arizona Department of Revenue, et al; and Sky Ranch Operations, L.L.C. v. Yavapai County.
