History of the Flood Control District

The Legislature of the State of Arizona delegated responsibility to each county flood control district to adopt regulations designed to promote the public health, safety, and general welfare of its citizenry. The Yavapai County Flood Control District was created, and the initial floodplain regulations were adopted by the District Board of Directors in December 1981. The regulations and requirements of the District's Flood Damage Prevention Ordinance
are intended to minimize public and private losses due to flood conditions. The Yavapai County Drainage Criteria Manual
was first adopted by Resolution 1151 in November 1998. The information in this manual is used for preparing hydrologic, hydraulic and drainage related reports required by Yavapai County.
| What does the District do? |
The purpose and goals of the District are to provide the following:Regulation of floodplains and watershed development
Regulation of development in and along watercourses with drainage areas greater than 80 acres
Identification of flood hazards and associated problems
Construction of flood control structures and drainage related facilities
Maintenance and operation of completed structures and facilities
County watercourse and drainage master planning
Education for Flood Prevention & Safety
| How is the District funded? |
Under State of Arizona enabling legislation, flood control districts are political subdivisions, designated as special taxing districts, and are given the authority to levy a secondary property tax on parcels within the County. The tax rates are set by the Yavapai County Flood Control Board of Directors. Flood Control District projects are funded by a variety of Federal, State, District, County and City cost sharing partnerships.
| What area does the District regulate? |
The Flood Control District is responsible for floodplain management in all unincorporated areas of Yavapai County as well as the incorporated communities of Camp Verde, Clarkdale, Dewey-Humboldt, and Sedona (the Yavapai County portion).
