The Customer Service and Permitting Unit of the Development Services Department is charged with the intake, processing and issuance of all Zoning Clearance and Building Safety permits for the unincorporated areas of Yavapai County. Permits for buildings, structures and grading are required in all of the unincorporated areas of Yavapai County. 

In 2001 the Board of Supervisors implemented a One Stop Permit Process to insure that permit reviews are coordinated with all County Departments, and that approved plans and permits meet all of the County's requirements.  This One Stop Permit Process is administered by the Development Services Customer Service and Permitting Unit Staff.

Permit applications are accepted between the hours of 8:00am and 4:00pm Monday through Friday at 500 South Marina Street in Prescott and 10 South 6th Street in Cottonwood.  Please allow 10 to 15 working days for your permit processing.  Alternate construction methods or commercial projects may require additional processing time. 

To apply for a building/zoning clearance permit you will need to submit a packet containing the following information:

  • PERMIT INFORMATION SHEET - (to include Assessor's Parcel Number, type and value of project, ownership information, contractor and or agent, if applicable) Authorization to apply for permits may be required if you are not the property owner.
     
  • PLOT PLAN - Drawn to engineer scale on 8 ½" x 11" form provided by the County as per the check-list available on the web site or at the Permit Center.  Original signature of applicant required.
     
  • OUTDOOR LIGHTING FACT SHEET - (to demonstrate compliance with Outdoor Lighting Ordinance)
     
  • DIRECTIONS TO PROPERTY - Provide an 8 ½" x 11" map (County will provide form) to your property from a main road.  We can assist you more quickly if we can find your property.
     
  • FLOOR PLAN – 8½” X 11” floor plan with all rooms/areas labeled and showing doorways and windows.
     
  • PUBLIC WORKS ACCESS PERMIT - If your property abuts any County Maintained Right-of-Way.  Fee is $40.00 upon application.
     
  • MANUFACTURED HOME INSTALLATION  Effective August 6, 2009 Yavapai County entered into an IGA with the State Office of Manufactured Housing.  Yavapai County will permit and inspect the installation/set up of all residential and commercial units.  State OMH approved plans must be submitted to Yavapai County for all original residential attached accessory structures and all commercial and FBB Units.

  • SEPTIC/SEWER- You must have an issued onsite wastewater system permit or a completed  Septic Application - Conventional system Adobe PDF or  Septic Application - Alternate system Adobe PDF, along with percolation test results to submit with your application or proof of sewer system connection.
     
  • DEED (LEGAL DESCRIPTION)- You may need to supply a copy of your deed to verify ownership and/or access if needed.
     
  • AFFIDAVIT OF DISCLOSUREEffective July 31, 2002, Yavapai County Development Services will require proof of recordation of the Affidavit of Disclosure Off-site link as required by A.R.S. 33-422 if a parcel is vacant and not in an approved subdivision, and sold after May 18, 2000.  Proof of recordation of Affidavit of Disclosure is required for the most recent transaction prior to the issuance of your building/zoning clearance permit.  
     
  • RESIDENTIAL PLANS- 2 complete sets of construction plans drawn per the Plan Review Criteria - Residential Adobe PDF are required.  Minimum scale is ¼" = 1' and minimum size paper is 18" x 24".
     
  • COMMERCIAL PLANS- Required for all commercial projects, including Multi-Family, in the unincorporated areas of Yavapai County.   5 to 7 complete sets of structural drawings + 2 to 4 Site Plan sheets, drawn per the  Plan Review Criteria - Commercial Adobe PDF, are required. Minimum scale is ¼" = 1' and minimum size paper is 18" x 24". Commercial projects may require a drainage study (Drainage Criteria Manual Adobe PDF).   
       
  • PRELIMINARY CODE REVIEW POLICY- A Preliminary Code Review Meeting is required for all proposed commercial projects before an application for a construction permit can be submitted.  Preliminary Code Review Meetings enable applicants to meet with various county departments and other applicable jurisdictions to review and discuss proposed developments and provide feedback and direction to the applicants before detailed design drawings are submitted.  Preliminary Code Review Packet Adobe PDF
